Mr. Otero has close to three decades of experience working in Latin America and the Caribbean on ICT education and social development, convergence, and digital transformation projects.

His experience includes research on public policy issues for institutions such as The White House, the Caribbean Telecommunications Union, the Senate of the Republic of Chile, the World Bank, and the Inter-American Investment Corporation.

Mr. Otero is a member of the UNDP’s Global Knowledge Index Advisory Board. He is a columnist for El Economista (Mexico) and Canaltech (Brazil). He works as an adjunct instructor at New York University and holds an MSt in Social Innovation from the University of Cambridge.
